For those of you that are getting lag in GTA Online. Check to see your graphics and video settings aren't over the memory limit. If that isn't the case, You may need a new modem, router, or both. Also, Using any sort of mod will create lag in any Online session.

Memory has little to do with it, I am almost 1GB over the memory limit and experience little to no lag, I only have lag when I am in a session with others from all over the world which can't be helped.

I'm fairly certain the two are entirely unrelated. If you're talking about FPS 'lag' well then your GPU/CPU/whatever might be lacking. If you're talking about actual lag then I don't see how getting a new modem/router will help at all unless you're opting for higher speeds through your ISP which may result in a new router. Even then, especially with GTA Online, a player's internet package is rarely the cause of any trouble you might encounter in regards to connectivity.
As for most mods (scripts or w/e), they shouldn't be affecting your connectivity in game. Unless you mean graphically demanding mods like car mods, then again it has nothing to do with your modem/router, but your graphics card and everything else in there.
EDIT: Could you specify what you mean? From what I can tell, you took 2 very different things and mashed them together as one.

It really depends on the ISP in some regards. I have Time Warner, and they will throttle the network for no reason, down to the point it is unusable. Getting a new router/modem won't help if it is server side either. The graphics settings differ on brand, for example, those using Nvidia cards may notice a vRAM difference if they change the grass settings, but those using a Radeon will not notice a change in performance if the grass setting are changed. It all depends on how the driver prioritizes things.

Mod use can cause lag if being abused.I did forgot to mention about the system requirements as well. It can be anything in your computer tower or laptop that doesn't meet the requirements. For Example, The brand of my graphics card is NVIDIA. When I use the experience app for it, It made the game have more lag than normal. In game normally, I see lag when someone is abusing a mod such as trainers/scripts.

Nvidia Experience is a little resource heavy. Mod's cause mainly local lag as it involves a fuck load of explosions and random shit being constantly spawned

Sometimes there isn't, some of us can't afford replacements. Mine works fine, but was actually worse in lag when the settings were downgraded. And there is the ISP problem for us Americans. Which then depends on whether they are using cable, dial-up, or fiber. Whether their ISP is Time Warner, Comcast, EPB, or Google.
There are a lot of variables that occur with lag, we just need to find ways around them which isn't a hinderance to others. I know one reason for mine is the massive meets, too many people in one area. Doesn't matter what I have, there is just too much data being served that my network nearly shutsdown server side.
What you have to keep in mind is that each person's lag situation is different. What we need to do is find some simple ways to reduce it. For me, if I get a lag spike during a meet, I go the opposite direction of the lag for a bit then come back, it usually fixes that situation.
